Building a deck: permits, materials, footings, and code basics
A deck is structure pretending to be furniture. The visible parts are easy; the footings, ledger, and railings are where decks succeed or quietly fail.
Decks occupy a strange spot in home improvement: simple enough that confident amateurs build them, structural enough that badly built ones collapse with people on them. The difference between the two is almost never the decking boards. It is the footings, the ledger connection to the house, and the railings, the three things nobody photographs.
Before you fall in love with a composite sample, decide what the deck is for. A grilling platform off the kitchen, an entertaining space for twenty, and a quiet coffee perch are different structures with different costs. A deck is not a good or bad investment on its own; it either fits how you live outside and your plans for the house or it does not.
01On a third of Massachusetts lots, a deck has to earn its footprint
The catalog deck is designed for an imaginary yard. The median Massachusetts single-family lot is 0.389 acres, and 32% of lots are under a quarter acre. On a third of the state's properties, a deck is not an addition to the yard so much as a negotiation with it, competing for the same square feet as the swing set, the garden, the grill, and the distance your zoning bylaw requires you to keep from the lot line. The right question is rarely how big a deck you can afford. It is how big a deck the lot can carry.
There is a second, quieter constraint. Statewide constraint mapping shows several hundred thousand Massachusetts parcels sit within wetland buffers or flood zones, where soil-disturbing projects get extra review. Deck footings are soil disturbance. Almost certainly yes. Most jurisdictions, Massachusetts towns included, require a building permit for any deck attached to the house, and many require one for freestanding decks above a modest height or size. The permit buys you inspections at the stages that matter: footing holes before concrete, framing before decking hides it. Skipping the permit saves a small fee now and creates a problem that surfaces at sale time, when unpermitted structures complicate closings and insurance claims. Setbacks from property lines also apply, so check zoning before you dig, not after.
03Pressure-treated wood vs composite decking
Pressure-treated lumber is the budget answer and still what nearly every deck frame is made of regardless of the surface. As a walking surface it is the cheapest to install and the most demanding to own: it needs cleaning and sealing on a regular cycle and it will crack, cup, and splinter as it ages. Composite costs meaningfully more up front and gives you back your weekends; it will not rot and never needs stain, though it gets hot in full sun and cheap lines can look plastic.
The math most people miss: the frame is the same either way, so the material choice only moves part of the total. Over a couple of decades of ownership, composite often wins on total effort. Over a short horizon before a sale, pressure-treated usually pencils better.
04Footings and frost depth: why decks heave
Footings are the whole game in a cold climate. In Massachusetts and most of the frost belt, footings must extend below the frost line, typically around four feet down, so that freezing ground cannot lift them. A deck on shallow footings heaves a little every winter, racking the frame, working fasteners loose, and pulling the ledger away from the house. Concrete deck blocks sitting on grade are fine for a ground-hugging platform and wrong for anything attached to your house. This is exactly what the footing inspection exists to catch, which is a reason to want the permit rather than resent it.
05Railing and stair code basics
Once a deck surface is more than about thirty inches above grade, guardrails stop being optional. Expect a minimum rail height around thirty-six inches for residential decks, balusters spaced so a four-inch sphere cannot pass through, and stairs with consistent riser heights and a graspable handrail. Inspectors flag railings more than any other deck element because falls are the failure mode that actually injures people. If you are buying a house with a deck, wiggle the railing; it tells you more about the builder than the boards do.
06Deck maintenance and how long decks last
A pressure-treated deck wants washing yearly and sealing or staining every couple of years, and with that care the surface lasts a couple of decades while the frame lasts longer. Composite wants soap and water. Either way, the real lifespan question is the parts you cannot see: flashing at the ledger, hanger hardware, and post bases. Water trapped at the ledger is the classic deck killer and the cause of most collapses. An hour under the deck each spring with a flashlight is the cheapest structural inspection you will ever perform.
07What to weigh before you build
Deck projects fail on paper more often than on site. Most of the risk lives in setbacks, soils, and sequencing, all of which are knowable before you spend anything.
- Check setbacks and lot coverage before sketching. On a small lot, the buildable zone for a deck can be far smaller than the yard suggests.
- If your lot is near wetlands or in a flood zone, budget time for extra review. Approval can add months, and footing type may be dictated to you.
- Assume a permit. Attached decks and anything with meaningful height almost always require one, and unpermitted decks surface at resale.
- Size the deck to the lot, not the catalog. A modest deck that leaves usable yard often lives better and shows better than a large one that consumes it.
- Inspect the existing frame before resurfacing. New boards on a tired structure buy you the look without the lifespan.
- Coordinate with siding, door, and drainage work. Cutting in a new door or flashing against old siding is far easier before decking goes down.
- Consider a patio at grade instead. On tight or wet lots, pavers can deliver the outdoor room with a lighter regulatory and structural footprint.
A competent DIYer can build a solid deck, and it is one of the most satisfying big projects to self-perform: framing is repetitive, decking is fast, and the permit process is navigable. The parts that argue for a pro are the ledger connection and flashing, where errors rot your house band joist invisibly, and digging footings, which is brutal labor best rented out. Any deck lighting or outdoor outlets require a licensed electrician, and a gas line to a built-in grill requires a licensed gas fitter. If you hire the whole job, a deck builder or hardscaping contractor should pull the permit in their own name, not yours.
- A contractor who suggests skipping the permit is telling you how they build.
- Ledger boards attached with nails or lag screws into siding alone are a collapse risk.
- Footings poured on frozen or disturbed soil will move; dig to virgin ground.

That one afternoon of homework decides whether this is a straightforward build or a season-long process. A deck is not inherently a good or bad investment.
